Ministry of Agriculture and Rural Development (MADR), through the Agency for Payments and Intervention in Agriculture (APIA), has initiated the payment of emergency support in the cereals and oilseeds sector, totaling 274,057,212 lei, equivalent to 55,381,013.95 euros, broken down by funding sources as follows:

• 147,115,286.60 lei, equivalent to 29,728,669.05 euros, non-repayable external financing made available to the Romanian state through the European Agricultural Guarantee Fund (EAGF);

and

• 126,941,925.40 lei, equivalent to 25,652,344.90 euros, from the state budget through the Ministry of Agriculture and Rural Development budget for 2023 under Chapter 83.01 "Agriculture, Forestry, Fisheries, and Hunting," Title 40 Subsidies, Article 40.15 "Support for Agricultural Producers."

The scheme represents exceptional support in the form of a grant and aims to compensate agricultural producers in the plant sector for the economic losses caused by increased imports of cereals and oilseeds from Ukraine.

Compensation is granted for areas determined following administrative and on-site checks, related to crops with corn and/or barley and/or rapeseed and/or sunflower from the single payment applications submitted in 2022.

"We provide this emergency support to Romanian farmers in the plant sector, who have had an extremely challenging year. Thus, farmers will receive financial support for 50% of the diesel consumption in 2022.

Support is granted to beneficiaries for the areas related to the single area payment application submitted in 2022 for a minimum of 1 ha with one or more of the crops: corn, barley, rapeseed, sunflower," said Minister Florin – Ionuț Barbu.

To outline the calculation method of the exceptional grant support, at a rate of 2 lei/liter, it is considered that this represents a value for a unit quantity of 78 liters/ha of diesel, and that in determining the total value of the support, 50% of the quantity resulting from multiplying the number of eligible hectares by the value of 78 liters/ha of diesel is used.

The total support from the government is 3.63 lei/liter of diesel used in agricultural work carried out in 2022, which is roughly half the price of the fuel.
