The project regarding the agricultural register for the period 2025-2029 was made transparent

The Ministry of Agriculture and Rural Development (MADR) has published for decision-making transparency the Draft Government Decision on the agricultural register for the period 2025-2029.

The agricultural register is developed and is valid for a period of 5 years, and the data is completed annually by local public administration authorities, according to standardized forms approved by Government Decision (HG).

After December 31, 2024, the forms of the agricultural register for the period 2020 – 2024 can no longer be used, making it necessary to develop a new normative act to approve the agricultural register for the period 2025-2029, as well as its forms.

This draft normative act aims to approve a new agricultural register for the period 2025-2029 and its forms, which have been modified, completed, and updated through consultation with local authorities.

Expected changes:

  • Introduction of the unique address code, consisting of the SIRUTA code, street code, and address code;
  • Introduction of the usage category named "Piscicultural lands (temporarily used for agricultural purposes)";

This change occurred because there are farmers in piscicultural areas who exploit the lands registered in the agricultural register as piscicultural facilities, but who, in reality, carry out agricultural activities. This usage of the land cannot be eligible for payment to obtain EU funds because the land is designated for pisciculture and not for agriculture.

  • Completion of the category "Identification of land parcels owned" by inserting a new column: "Right of use/concession holder."

This change was necessary because the forms of the agricultural register for the period 2020 – 2024, approved by HG no. 985/2019, did not provide for the identification of the right of use/concession of the holders of a parcel, plot, or field, so many households that did not have a title of ownership could not be registered in the agricultural register.

The costs of printing and distributing the agricultural registers, as well as managing the agricultural register in electronic format, will be borne by the local budgets of communes, towns, municipalities, and sectors of the municipality of Bucharest, as applicable.

This normative act provides the possibility of registering data regarding households, agricultural companies/associations, as well as any other natural and/or legal persons who own/use/concession land and/or animals.
