Environmental Fund Administration Launches Registration for the “Rabla for Tractors” Program for Individual Agricultural Producers

The Environmental Fund Administration (AFM) has opened the registration session for individual applicants – agricultural producers under the Program for the Renewal of the National Fleet of Tractors and Self-Propelled Agricultural Machinery. Applications can be submitted until May 19, 2025, at 11:59 PM or until the session budget is exhausted, via the online platform available on the institution’s website: www.afm.ro.

Objective of the Program

The program aims to support agricultural producers active in primary agricultural production in acquiring new, less polluting tractors and self-propelled agricultural machinery, including related new agricultural accessories.

The total budget allocated to the program is 500 million lei.

Registration Procedure

Individual applicants – agricultural producers – must register by:

1. Downloading and completing the funding application form from the online platform (available on the AFM website);
2. Uploading the required documents, as listed below.

Required Documents

• The funding application, completed digitally (typed, not handwritten), uploaded unsigned;
• A valid identity document (ID card) of the applicant at the time of registration;
• A tax clearance certificate regarding obligations to the state budget, issued by the relevant territorial office of the Ministry of Finance, valid at the time of registration;
• A tax clearance certificate regarding local taxes and other budgetary revenues, issued by the local public authority corresponding to the applicant’s place of residence, valid at the time of registration;
• A valid producer’s certificate issued in the applicant's name.

Important: Certificates issued electronically must be uploaded in the same format in which they were issued. Scans or images of electronically issued documents will not be accepted.

Once uploaded, documents cannot be modified, replaced, or removed in the application system. Each applicant may register only once during the session, for the purchase of a single tractor or self-propelled agricultural machine, including related accessories.

ATVs, UTVs, and agricultural drones are not eligible under this program.

State Aid Conditions

• The aid intensity is 65% of the purchase value (including accessories) for general applicants;
• For young farmers, the aid intensity increases to 80%;
• The maximum eligible purchase value is €55,000 (including VAT), calculated in RON;
• Aid will be granted to eligible applicants who scrap an old vehicle and cover their co-financing contribution.
