APIA 2025 – direct payments and total digitalization of the agricultural system

The Agency for Payments and Intervention in Agriculture (APIA) will enter, starting in 2025, a complete process of digitalizing its workflows. According to the Ministry of Agriculture and Rural Development (MADR), the new integrated IT system will allow the management of applications, verifications, and payments exclusively online, eliminating the need for printed documents.

In 2024, APIA made direct payments totaling 2.25 billion euros, of which 1.7 billion were for area-based support and 550 million for livestock schemes. The novelty in 2025 is the expansion of satellite-based controls, using images provided by the Copernicus program, which will cover 100% of the declared area.

Thus, Romania becomes one of the first countries in Central Europe to fully implement the digital monitoring system, according to DG AGRI – Smart Control Systems 2024. The benefits are clear: reduced bureaucracy, shorter payment deadlines, and increased transparency.

At the same time, farmers will gain access to a digital advisory platform on measure eligibility and subsidy calculation, developed by AFIR and MADR. The transformation of APIA is not only technological but also cultural – marking the shift from a control-based administration to a partnership-based one.
