The Agency for Payments and Intervention in Agriculture (APIA) announces that it will accept applications for emergency support for the cereals and oilseeds sector until October 26, 2023. Potential beneficiaries are expected to visit the APIA centers in the territorial area where their single application for the year 2022 was submitted in order to file an application for emergency support for the cereals and oilseeds sector.
Emergency support is granted for the areas determined following administrative and/or on-site checks related to the single area payment application submitted in 2022 for a minimum of 1 hectare with one or more of the following crops: maize/barley/sunflower/rapeseed.
APIA provides pre-printed applications with the areas determined following administrative and on-site checks for each crop of maize/barley/sunflower/rapeseed for the year 2022. The total areas should be expressed in whole hectares without subdivisions, by truncation.
To be eligible for emergency support, applicants must submit the pre-printed application provided by APIA along with a copy of the bank coordinates document, which is the active bank account, only if it has been modified compared to what was registered in the single payment application for the year 2022.
The document submitted in copy by the beneficiary will bear the phrase "conform cu originalul" (conforming to the original) and will be dated and signed by the beneficiary.
For the calculation of the exceptional support expressed in the form of a grant, it is considered to represent a value related to a unit quantity of 78 liters/hectare of diesel fuel, and in determining the total value of the support, 50% of the quantity resulting from multiplying the number of eligible hectares by the value of 78 liters/hectare of diesel fuel is used.
The value of the scheme, representing the exceptional unit support in the form of a grant, hereinafter referred to as the grant, is 2 lei/liter of diesel fuel, for the total quantity of 152,458,321.08 liters of diesel fuel corresponding to maize/barley/sunflower/rapeseed crops.
The provisions of this decision may also be benefited from by agricultural producers who are listed in the IACS (Integrated Administration and Control System) as "closed cases" due to APIA's inability to make payment due to errors in the bank account for the single application for the year 2022, provided that the bank coordinates document for an active bank account is submitted after the entry into force of the Government Decision.
Agricultural producers declared ineligible for the single area payment and national transitional aid for the 2022 campaign who have received a negative/rejection decision cannot benefit from the provisions of this decision.
The total financial resources amount to 304,916,642.16 lei, equivalent to the sum of 61,617,993.10 euros established at the exchange rate of 4.9485 lei for 1 euro, are provided as follows:
a) 147,118,905 lei, equivalent to the sum of 29,730,000 euros, non-repayable external financing through the European Agricultural Guarantee Fund (FEGA);
b) 157,797,737.16 lei, equivalent to the sum of 31,887,993.77 euros, provided from the state budget.
The amounts granted as emergency support under the provisions of this decision are not subject to enforcement through seizure in case enforcement proceedings have been initiated against the beneficiaries.
The payment of the state aid shall be made by December 31, 2023.
