APIA Issues Certificates for Farmers Applying for Support Measures and Interventions

The Agency for Payments and Intervention in Agriculture (APIA) announces that it is issuing certificates for beneficiaries of various support measures and interventions implemented by the agency, specifically for:

  • Basic Income Support for Sustainability (BISS)
  • Complementary Redistributive Income Support for Sustainability (CRISS)
  • Measure 10 – Agri-environment and Climate
  • Measure 11 – Organic Farming
  • DR-01 – Agri-environment and Climate on Permanent Grasslands
  • DR-02 – Agri-environment and Climate on Arable Land
  • DR-04 – Organic Farming – Conversion
  • DR-05 – Organic Farming – Maintenance of Certification
  • DR-09 – Areas Facing Natural Constraints – Mountain Areas (ANC_ZM)
  • DR-10 – Areas Facing Significant Natural Constraints
  • DR-11 – Areas Facing Specific Natural Constraints

Certificate Purpose and Content

In accordance with signed conventions, at the written request of the farmer, APIA issues a certificate confirming that the beneficiary has submitted a Payment Application for the year 2025, requesting financial support for the measures and interventions listed above.

The certificate confirms, as of the date of issuance:

  • The eligible area for payment under the interventions and measures specified in the convention signed with banking and non-banking financial institutions;
  • That administrative checks have been completed or that data has been retrieved from closed applications submitted via the AGI online system and registered in the IACS, as applicable;
  • The eligibility status of the applicant for the interventions and measures implemented by APIA and covered in the Convention.

Additionally, the certificate confirms that the beneficiary:

  • Is not subject to payment exclusions;
  • Meets all general conditions required to receive the entitled payments, in accordance with current legislation.

Financing Conditions

The loan amount granted to farmers may be up to 90% of the sum calculated based on the certificate issued by APIA.

These loans are guaranteed by:

  • The Rural Credit Guarantee Fund (FGCR IFN – SA)
  • The National Credit Guarantee Fund for Small and Medium Enterprises (FNGCIMM IFN – SA)

As a reminder, under Order no. 50/2017 amending Order no. 703/2013 of the Minister of Agriculture and Rural Development, which regulates the conditions under which conventions between financial institutions and APIA are concluded, the interest rate for such loans is capped at RON-ROBOR 6M + a maximum of 2%.

APIA strongly advises farmers interested in accessing credit to carefully evaluate financing offers provided by banking and non-banking institutions. It is crucial to consider all associated costs, especially when seeking working capital financing, to ensure that the selected financial solution best suits their operational needs.

How to Apply

To streamline communication, reduce administrative burden, and support environmental sustainability, farmers may request certificates electronically by sending an application to their respective APIA Centers.
