APIA Announces the Opening of 2025 Payment Applications under the “Agri-Environment and Climate Commitments in Forestry” State Aid Scheme

The Agency for Payments and Intervention in Agriculture (APIA) informs that until and including June 30, beneficiaries who submitted a funding application for the “Agri-Environment and Climate Commitments in Forestry” State Aid Scheme, Session 1/2024, under Intervention DR-07 of the Common Agricultural Policy Strategic Plan 2023–2027, may submit their 2025 Payment Applications for the second year of support.

According to the provisions of OMADR no. 140/2025, Payment Applications must be submitted to the APIA County Offices and the Bucharest Municipality Office.

Additionally, we note that modification forms for submitted Payment Applications may also be filed until June 30, 2025.

The financial support granted through the “Agri-Environment and Climate Commitments in Forestry” state aid scheme is awarded annually as a fixed amount per unit area (hectare) to forest owners (including Administrative-Territorial Units) from the National Forest Fund, based on a 5-year commitment. The aid compensates income losses and additional costs incurred by beneficiaries due to the implementation of one or both of the scheme’s packages:

  • Package 1 – Creation of Quiet Zones: compensatory payments of €38/year/ha for the entire area covered by the commitment;
  • Package 2 – Use of Animal-Drawn Equipment for Timber Collection from Thinning Operations: compensatory payments of €137/year/ha for the annual area for which support is requested under this package (only accessible in conjunction with Package 1).

The intensity of the public non-reimbursable aid granted under this scheme is 100%.

For areas exceeding 500 hectares, degressivity applies, and the level of payments will be adjusted accordingly.
