APIA targets agricultural life annuity cards

The Agricultural Payments and Intervention Agency (APIA) informs that, to obtain the money representing the agricultural life annuity for the year 2023, annuitants will request the annual endorsement by August 31, 2024, either by physically appearing at the County Centers of APIA or by electronic means of communication or mail/courier.

For electronic endorsement, annuitants will submit the necessary documents for visa approval to the email address of the APIA county center within which they are domiciled and will contact APIA officials by phone to receive confirmation of visa approval.

The documents that the annuitant must present when submitting the endorsement statements, either in person or through a proxy/representative/curator, are:

  • the agricultural life annuity booklet;
  • the identity document of the applicant;
  • the decision from the medical expertise committee - for retired individuals on grounds of illness grades I or II/decision from the medical expertise committee and the retirement decision at the age limit - for retired individuals on grounds of illness grades I or II whose disability pension becomes an age-limit pension;
  • notarized power of attorney/curatorship/definitive and irrevocable court decision stating that the applicant is the legal guardian of the agricultural life annuitant, in original, only for cases where the endorsement of the agricultural life annuity booklet is requested by a legal representative;
  • the lease/leases agreement concluded until September 30, 2011, respecting the provisions of Law no. 16/1994 on leasing*, with subsequent amendments and completions, or concluded after October 1, 2011, respecting the provisions of the Civil Code;
  • bank account statement in the name of the agricultural life annuitant, opened at any bank in Romania, in lei (optional);
  • the declaration for obtaining the annual visa according to the model in the Annex to the Methodological Norms for the implementation of the provisions of "title XI Agricultural life annuity" of Law no. 247/2005 on the reform in the fields of property and justice, as well as some adjacent measures, approved by Order no.1272/2005.

Information for annuitants' heirs

In the event of the annuitant's death, the annuity due to them until the date of death can be collected by their heirs, provided the provisions of art. 8 of Law 247/2005 Title XI are respected, and by submitting, at any APIA Center, by the deadline of October 15, 2023, a request from the heir accompanied by the following supporting documents:

the deceased's annuity booklet (mandatory in original); copy of the death certificate; copy of the document proving the heir's status (certificate of heirship or heirship certificate, legatee certificate, final and irrevocable court decision of succession invested with the formula "final"); copy of the heir's ID; authorization/declaratory statement indicating the agreement of the other heirs regarding the request and collection of the agricultural life annuity due to the annuitant (original); bank account statement in the name of the heir.

Since the annuity booklet is a document that must be submitted in original, this type of request can be submitted at the county APIA center or sent by mail/courier.

Payment of the agricultural life annuity, according to the provisions of art. 6 para. 1 and para. 2, of Law no. 247/2005 Title XI, is made in a single annual installment, until November 30, 2024, by postal order or bank transfer.
