Milk and dairy product consumption in Romania has shown a fluctuating trend in recent years. According to INS, the average annual consumption is around 240 liters of milk equivalent per capita, below the European average of 300 liters. Consumer preferences are increasingly shifting toward processed products – yogurts, cheeses, and UHT milk – to the detriment of raw milk.

Consumer prices rose by approximately 15% in 2024, reflecting higher production costs and the decline in dairy cow herds. Dairy imports cover more than 25% of domestic demand, putting pressure on local processors.

Experts warn that, in order to balance the market, investments are needed in modern collection centers and in the promotion of local dairy products. The European trend shows that raw milk is losing ground to value-added products, which calls for a strategic shift in Romania as well.
