Copa and Cogeca Launch Petition to Safeguard CAP’s Integrity Beyond 2027

Brussels, June 2025 – The presidents of Copa and Cogeca, the main EU farmers’ and agri-cooperatives organizations, have officially launched the petition www.nosecuritywithoutcap.eu to raise awareness and mobilize the European farming community against the idea of a "single fund" that could dilute the Common Agricultural Policy (CAP) after 2027.

According to Copa and Cogeca, the European Commission’s direction contradicts its own stated commitment to agriculture’s strategic importance. “European security begins with food security,” the organizations assert.

During a coordinated flash action across over 20 EU Member States last May, agricultural unions and cooperative representatives already warned of the risks posed by weakening the CAP.

As the EU prepares its Multiannual Financial Framework (MFF) for 2028–2034, farmers fear a reduced agricultural budget, further renationalization, and uncertainty over available resources.

The Petition Outlines Four Key Demands to the European Commission:

  1. A Dedicated and Increased CAP Budget The CAP must retain a clear, inflation-adjusted budget line, with a two-pillar structure. Blending it into a broader single fund would pit agriculture against other policy priorities and create further uncertainty.
  2. Keep the “C” in CAP: Say No to Renationalisation The “Common” in Common Agricultural Policy must be preserved. Further renationalization would fragment the single market, widen disparities between Member States, and weaken rural communities and farm incomes.
  3. Protect the Two-Pillar Structure The CAP’s dual system – direct payments and rural development (EAGF & EAFRD) – must be maintained. Merging CAP into broader frameworks risks undermining long-term investment, generational renewal, innovation, and environmental progress in rural areas.
  4. No Reform Without Budgetary Clarity No policy reform should be advanced without adequate financial resources and genuine consultation with farmers and cooperatives. Hasty proposals without impact assessments threaten the stability of the EU farming model.

He reaffirmed that the European Parliament already sent a strong message: the proposal of a “single fund” is not acceptable, especially in the face of global insecurity, climate disruption, and demographic transitions.

The petition campaign began on June 19 and will continue throughout the summer. Copa and Cogeca urge all organizations across Europe to rally behind these demands.
