Romania possesses significant hydrographic resources and a clear potential for aquaculture development, yet the reality on the ground reveals a sector that remains underdeveloped. According to data from the Ministry of Agriculture and Rural Development (MADR) and Eurostat, annual fish production from aquaculture amounts to approximately 12,000 tonnes, despite existing infrastructure that could support a much higher volume.

Most fish farms are small-scale operations struggling with modernization, workforce retention, and adaptation to market demands. Production costs remain high, while the lack of efficient distribution chains for fresh or live fish limits access to urban retail and the HoReCa sector. Competition from imported fish—often cheaper and more consistent in supply—directly undermines domestic competitiveness.

Another major challenge is the absence of a national campaign to educate consumers and promote local fish products. Unlike other EU countries, Romania has not implemented coherent policies to integrate fish farms into modern value chains.

Through targeted investments in modernization, support for producer associations, and strategic promotional initiatives, Romanian-produced fish could become a valuable segment, offering both nutritional and economic benefits.
