The National Strategic Plan (NSP) 2023–2027 remains the main financing instrument for dairy farms in Romania. According to data from the Ministry of Agriculture and the European Commission, Romania has a total allocation of €15.8 billion for the programming period, of which over €3 billion are earmarked for investments in agriculture and agri-food processing.
For the dairy sector, the priority measures focus on: farm modernization, herd genetic improvement, young farmer installation, process digitalization, and support for collection centers. Interventions DR-13, DR-20, and DR-30 within the NSP cover these funding directions.
In 2024, AFIR reported more than 1,200 projects submitted in the livestock sector, with a total value of over €420 million requested. For 2025, new funding sessions dedicated to dairy farms are planned, with support intensities ranging from 50% to 70%, depending on the size and location of the farm.
The main goal is to increase the competitiveness of small and medium-sized farms, which account for over 80% of Romania’s total dairy holdings. Through modernization and access to non-reimbursable funds, these farms can reduce the productivity gap compared to the EU average and support the development of a more stable and higher-performing dairy sector.
