Taxation in agriculture in 2026: apparent stability, real pressure

The fiscal regime applicable to agriculture in Romania remains, formally, stable at the beginning of 2026. According to data from the Ministry of Finance and the National Institute of Statistics (INS) for 2024–2025, there have been no major changes in the taxation of income from agricultural activities at a structural level. However, overall budgetary pressure is creating a different context.

The public deficit and the need for fiscal consolidation at the national level may indirectly influence the agricultural sector. Adjustments to social contributions, tax incentives, or indirect taxes may affect labor costs and the structure of farm expenditures. Agriculture is not isolated from general fiscal policy.

From an economic perspective, fiscal stability is essential for investment. Any change in VAT, fuel excise duties, or social contributions is immediately reflected in production costs. European data show that fiscal predictability is one of the factors differentiating sector performance among Member States.

For 2026, the risk is not necessarily a direct increase in agricultural taxation, but related adjustments that may indirectly alter farm margins.
