Ensuring Equal Opportunities for Applicants Accessing Interventions IS-V-02 and IS-V-07

With reference to Art. 10 para. (1) letter q) of Annex No. 1 and Art. 10 para. (1) letter s) of Annex No. 2 of the Order of the Minister of Agriculture and Rural Development No. 49/2025 regarding the implementation of intervention IS-V-02 “Investments in tangible and intangible assets” and intervention IS-V-07 “Investments in tangible and intangible assets aimed at increasing the sustainability of wine production”, within the framework of the CAP Strategic Plan 2023–2027, issued on February 14, 2025, we provide the following clarifications:

q) documents proving ownership or superficies rights for the property where the investment will be carried out, granting the holder the right to perform construction works, in line with the specifications of the Feasibility Study and in accordance with Law No. 50/1991, republished, as subsequently amended and supplemented, considering the type of investment proposed by the project;

s) certified true copies of documents attesting to ownership and/or superficies rights over the plots subject to the program, indicating cadastral details such as surface area, block number, plot number, topographic number, and cadastral number, as applicable;

We specify the following:

For simple acquisition projects under both interventions, applicants must provide documents proving the right to use the properties subject to investment starting from the application date and for the entire implementation period, including a minimum of five years from the date of asset acquisition.
