APIA Announces Updated Conditions for DR-02 “Green Crops” Commitments Starting in 2025

The Agency for Payments and Intervention in Agriculture (APIA) informs beneficiaries of Intervention DR-02: Agri-environment and climate on arable land – Package 4 “Green Crops” that, starting in 2025, ongoing commitments from the 2024 Campaign will be adapted (during the payment application period) to the conditions set out in the CAP Strategic Plan 2023–2027.

These adapted commitments are aligned with the original objectives while introducing enhanced environmental and climate-related requirements. Beneficiaries are obliged to fulfill the adapted commitment for the remainder of the original five-year period.

Updated Specific Requirements (effective from 2025)

According to the revised intervention sheet for DR-02, the following changes apply compared to 2024:

  • Sowing of green crops (*): peas, vetch, mustard, rapeseed, sweet clover, birdsfoot trefoil, clover, alfalfa, beans, soybeans, lentils, lupine, chickpeas, cowpeas, fava beans, sainfoin must be completed:
  • by October 15 in administrative-territorial units (ATUs) with an average altitude of up to 600 m,
  • and by September 30 in ATUs with an average altitude above 600 m (P).
  • The established green crop must be destroyed mechanically (including incorporation into the soil) in the spring of the following year, no later than March 31 (P).
  • The green crop must be maintained throughout the winter period (December–February).
  • The use of chemical fertilizers is prohibited; only organic fertilizers may be applied prior to green crop establishment.
  • Beneficiaries must keep records of agricultural activities related to the implementation of agri-environmental requirements.

(*) These crops may be grown individually or as mixtures of species from the approved list. In the case of mixtures with other species, those on the approved list must predominate and remain identifiable in the crop. (P) These are requirements that generate additional costs and/or income losses.

Optional Commitment Area Reduction in 2025

Considering the updated requirements, beneficiaries who began DR-02 Package 4 commitments in 2024 may request, in 2025, to reduce the initially committed area by up to 50%. The adjusted commitment, applied to the remaining area, must be maintained through 2028, the final year of the original five-year period.

Importantly, no reimbursement is required for payments already received for the 2024 applications. The new committed area must be declared in the 2025 surface declaration, either upon submission or modification of the payment application, no later than May 30, 2025.

Legal Updates

The following orders have been updated accordingly:

  • MADR Order No. 73/2025, approving the 2025 payment application template, was amended by MADR Order No. 147/2025;
  • MADR Order No. 107/2025, regarding the implementation of environmental and climate compensatory measures and interventions under the National Rural Development Programme 2014–2020 and the CAP Strategic Plan 2023–2027, was amended by MADR Order No. 145/2025.
