New Provisions for the Viticulture Sector Published in the Official Gazette – Ordinance No. 213/2025

The Agency for Payments and Intervention in Agriculture (APIA) informs the general public that Order No. 213 dated 12.06.2025 was published in the Official Gazette of Romania No. 549/13.06.2025. This Order amends the annex to the Minister of Agriculture and Rural Development’s Order No. 117/2023 regarding eligibility criteria, supporting documents, conditions, and implementation methods for intervention IS-V-01 "Restructuring and Conversion of Vineyards", under the Common Agricultural Policy Strategic Plan 2023–2027.

This new regulation was introduced in response to the unfavorable weather conditions, specifically persistent heavy rains from March to May 2025, which prevented wine sector farmers from carrying out their vineyard works according to the approved execution schedule.

The purpose of Order No. 213/2025 is to provide a legal framework for maintaining compliance with the deadlines stipulated in Order No. 117/2023 (as amended), without altering the general rules applicable for the entire programming period. It specifically provides temporary exemptions for the year 2025, acknowledging the extended period of adverse climatic conditions that overlapped with the optimal timeframe for carrying out specific vineyard operations.

Key Exceptions Introduced for the 2025 Financial Year (Ending 15.10.2025):

1. July 31, 2025 (inclusive) – Established as the final acceptable date for submitting modified execution schedules (amending Article 11, paragraph (2) of Order No. 117/2023).
2. July 31, 2025 (inclusive) – Established as the final date for submitting the declaration of completion, in accordance with the approved implementation schedule (amending Article 13, paragraph (6)).
3. August 22, 2025 (inclusive) – Established as the final deadline for submitting payment requests to APIA County Centers (amending Article 14, paragraph (1)(a)).

These exceptions are intended to ensure the proper implementation of planned payments for the 2025 financial year, in alignment with field conditions, while adhering to the principles of flexibility and continued support for beneficiaries.
