Changes in seasonal labor legislation – what processors and farmers need to know

Starting September 1, 2025, the Joint Order of the Ministry of Labor and the Ministry of Agriculture no. 2147/2025 entered into force, updating the employment conditions for seasonal labor in agriculture and the food industry.

The document introduces a new digital system for registering day laborers and seasonal workers through the Online Labor Register – Agro platform, which becomes mandatory for all farms and processing units employing more than 10 temporary workers.

At the same time, the new provisions significantly simplify the procedure for obtaining permits for non-EU workers, particularly for the autumn–winter season, and include the possibility of part-time contracts with reduced social security contributions.

Industry representatives welcome the measure but warn that the lack of promotion of the platform and the technical difficulties encountered in the first weeks may affect harvesting and processing campaigns in major production areas. The Ministry of Agriculture and Rural Development (MADR) has promised a training session and digital assistance by the end of the month.
