AFIR Announces Implementation of New CAEN Classification (Rev.3)

The Agency for Financing Rural Investments (AFIR) informs all beneficiaries that Government Decision No. 284/2025 has entered into force, regulating the implementation of the third version of the Classification of Activities in the National Economy — CAEN Rev.3.

According to the new regulation, the update of CAEN codes will be carried out gradually over an 18-month transitional period, which will end on September 25, 2026. During this time, both the previous version of the codes (CAEN Rev.2) and the new updated version (CAEN Rev.3) will be recognized and accepted by public authorities and institutions, as well as in legal and contractual relations between natural and legal persons.

Throughout the transitional period, AFIR will accept both versions of the CAEN codes, provided they accurately reflect the actual activity of the beneficiary and are consistent with the purpose of the funded investment.

The updated classification was approved by the National Institute of Statistics (INS) through Order No. 377/2024 and became applicable as of January 1, 2025. The changes introduced in CAEN Rev.3 may, in some cases, redefine the scope of certain economic activities, requiring corresponding updates in the official documents of economic operators.

AFIR strongly recommends that all beneficiaries carefully review the new provisions and update their CAEN codes where necessary, within the legally established timeframe.

For ongoing projects or those submitted under active funding calls, it is essential to ensure a clear alignment between the actual activity performed and the corresponding CAEN code, in accordance with the new classification.
