In the Communication on the EU Climate Target 2040, the European Commission has taken a pragmatic approach towards the "favorable political conditions" that could support further greenhouse gas reductions until 2040 in the agricultural sector.
At first glance, Copa and Cogeca primarily welcome the desire to strengthen the bioeconomy sector and the renewed interest in engaging with farmers in strategic dialogue.
Continued communication will help the next Commission to present legislative proposals for the post-2030 policy framework that will meet the 2040 objective in a fair and cost-effective manner.
In its communication on industrial carbon management, the Commission explores carbon pricing frameworks for hard-to-abate sectors, including agriculture.
Copa and Cogeca have taken stock of the Commission's proposal to establish a dedicated working group to develop a comprehensive approach to carbon pricing and carbon markets.
After the European elections, the next Commission will propose a revision of the EU Climate Law to make the EU 2040 target legally binding.
