Pastures represent one of Romania’s most extensive natural resources and a central element for the competitiveness of the livestock sector. According to the National Institute of Statistics (2024), the total area of permanent grasslands exceeds 4.5 million hectares, placing Romania among the leading EU Member States in this category. Eurostat confirms that this natural resource is a structural advantage, although productivity varies significantly depending on maintenance practices and climatic pressure.

In DG AGRI assessments, well-managed pastures help reduce feed costs and stabilize production on cattle and sheep farms. Pastures also play an important role in animal health, reducing the incidence of conditions associated with intensive rearing and providing natural living conditions.

Through the 2023–2027 CAP Strategic Plan, the Ministry of Agriculture introduces clear rules for grazing plans and optimal stocking rates in order to prevent soil degradation. Farms that apply proper parcel rotation, organic fertilization, and invasive species control achieve significant increases in pasture productivity.

Climatic pressures—particularly drought and temperature fluctuations—remain a critical factor. According to hydrological reports analyzed by European institutions, southern and eastern Romania face higher risks of biomass decline. In these areas, investments in water sources, shading, and distribution systems are essential.

Pastures remain a strategic resource that can ensure the economic stability of farms, provided that management is rigorous and adapted to climate change.
