AFIR Transfers Nearly €193 Million to Farmers, Processors, and Local Authorities

The Agency for the Financing of Rural Investments (AFIR) has disbursed a new tranche of payments amounting to approximately €192.9 million (€192,898,115.91) to farmers, processors, and local authorities.

These funds, transferred between April 14 and May 31, 2025, cover investments in agriculture and rural areas, as well as environmental and climate-related interventions.

Breakdown of Funding Sources

Out of the total amount paid:

  • €148.5 million represent non-reimbursable funds from the European Agricultural Fund for Rural Development (EAFRD)
  • €44.4 million come from the State Budget

Payments Under the 2014–2020 National Rural Development Programme (NRDP)

AFIR disbursed €125.4 million through the NRDP 2014–2020, including both investment tranches and compensatory payments for income loss and environmental/climate measures.

The grants supported investments in:

  • Agricultural holdings and processing units (Measure 4)
  • Restoring agricultural production potential affected by natural disasters (Measure 5)
  • Afforestation efforts (Measure 8)

Additional payments were made for:

  • Setting up producer groups (Measure 9)
  • Support for cooperation (Measure 16)
  • Insurance premiums for crops, livestock, and plants (Measure 17)
  • LEADER local development initiatives (Measure 19)
  • Rural, educational, and cultural infrastructure projects by local authorities (Measure 7)

Environmental and climate-related support included:

  • Agri-environment and climate measures (Measure 10)
  • Organic farming (Measure 11)
  • Support for areas facing natural or specific constraints (Measure 13)
  • Forest-environmental and climate services, and forest conservation (Measure 15)

Payments Under the 2023–2027 Strategic Plan

Under the Strategic Plan 2023–2027, AFIR transferred €67.5 million to farmers as compensation for income losses and additional costs incurred through voluntary annual environmental and climate commitments.

Payments were made for:

  • Agri-environment and climate commitments on permanent grasslands (DR-01)
  • Arable land (DR-02)
  • Endangered local livestock breeds (DR-03)
  • Organic farming (conversion and maintenance) (DR-04 and DR-05)
  • Areas with significant or specific natural constraints and mountain zones (DR-10, DR-11, and DR-09)
