The new European Packaging and Packaging Waste Regulation (PPWR) entered into force on 11 February 2025 and will become applicable starting August 2026 for most requirements. The PPWR fundamentally changes the rules for packaging placed on the EU market, setting clear targets for waste reduction, increased recyclability, and mandatory minimum recycled content.
For the fruit and vegetable sector, the main changes include: a ban on certain single-use packaging (especially plastic without technological justification), clear labeling obligations on recycling and traceability, as well as reuse targets for retail. By 2030, most packaging will have to be fully recyclable and comply with European eco-design standards. The impact on producers and retailers will be significant.
Retail chains will need to introduce reusable or mono-material solutions (cardboard, r-PET, certified biopolymers), while farmers and cooperatives will be required to adapt their packaging and logistics flows. Although initial transition costs may be high, the benefits include lower environmental taxes and easier access to Western European markets, where demand for sustainably packaged products is increasing.
In the medium term, the PPWR will reshape the agri-food supply chain, creating a clear differentiation between operators that quickly adopt these standards and those that delay compliance.
