Draft Government Decision on Garlic Production Support Scheme Published for Public Consultation

The Romanian Ministry of Agriculture and Rural Development has published on its website, under the “Decision-Making Transparency” section, a draft Government Decision aimed at approving the "De minimis aid scheme to support garlic production in 2025."

The proposed measure is designed to provide financial support to increase garlic production in Romania during the 2025 agricultural season.

Eligible Beneficiaries:

  • Individual agricultural producers (natural persons)
  • Agricultural producers registered as Sole Traders (PFA), Individual Enterprises (II), or Family Enterprises (IF), in accordance with GEO no. 44/2008
  • Legal entities operating as agricultural producers

Key Provisions of the Scheme:

  • Total budget: 60 million RON, allocated from the 2025 state budget approved for the Ministry of Agriculture and Rural Development
  • Aid amount: 3,000 euros per hectare
  • Eligible area: Minimum of 3,000 square meters and maximum of 6 hectares per beneficiary
  • Application period: Within 30 days from the date the decision enters into force

Field Verification and Requirements:

On-site inspections will be carried out by joint teams from the County Agricultural Directorates (DAJ) and the Agency for Payments and Intervention in Agriculture (APIA). The inspections aim to verify the surface area and confirm the existence of the garlic crop prior to harvest.

Harvesting and market placement of the garlic crop must occur after the field inspections and no later than November 21, 2025, accompanied by all supporting documentation.

The initiative aims to:

  • Expand the cultivated area for garlic
  • Increase national garlic production
  • Boost rural employment
  • Encourage long-term cultivation of garlic among farmers
