The Ministry of Agriculture and Rural Development's website hosts the application for the National Register on the Movement and Destination of Agricultural Lands located in the extraterritorial area, an electronic system established in accordance with legal provisions.

The application allows for the initiation of procedures provided by Law No. 17/2014, including:

• Recording requests for displaying offers for the sale of agricultural lands located in the extraterritorial area, including sellers' justificatory documents;
• Recording requests regarding the communication of acceptance of sale offers and the justificatory documents of preemptors;
• Recording requests for purchase offers and the justificatory documents of potential buyers;
• Publicity of sale offers and communication of acceptance of sale offers;
• Operationalization of procedures through the application by the responsible authorities in implementing applicable legislation;
• Flow of documents between local administrative units and the Ministry of Agriculture and Rural Development, through specialized structures or territorial structures;
• Status of the file and publicity of documents issued within these procedures.

The aforementioned requests are registered in the application by sellers, individuals/legal entities, or by representatives of local administrative units within whose jurisdiction the agricultural land subject to sale is located, at the request of interested parties.

The application is used for registering and validating information regarding sale offers and communication of acceptance of sale offers, as well as purchase offers, by creating a user account through accessing the following link: https://vanzareterenuri.madr.ro/ - following the usage instructions provided to interested parties upon access.

IMPORTANT: THE NATIONAL UNIQUE REGISTER ON THE MOVEMENT AND DESTINATION OF AGRICULTURAL LANDS LOCATED IN THE EXTRATERRITORIAL AREA, IN AN ELECTRONIC SYSTEM, WILL BE IMPLEMENTED CONCURRENTLY WITH THE CURRENT PAPER-BASED PROCEDURE (DOCUMENT SUBMISSION AT LOCAL ADMINISTRATIVE UNITS IN PRINTED FORMAT) FOR A PERIOD OF 1 YEAR STARTING FROM MARCH 01, 2024.

AFTER MARCH 01, 2025, ONLY THE PROCEDURE OF REGISTRATION IN THE NATIONAL UNIQUE REGISTER ON THE MOVEMENT AND DESTINATION OF AGRICULTURAL LANDS LOCATED IN THE EXTRATERRITORIAL AREA, IN AN ELECTRONIC SYSTEM, WILL BE USED.
