Romania’s Ministry of Agriculture Extends Deadline for 2025 Payment Applications to June 13

The Ministry of Agriculture and Rural Development (MADR) has announced the extension of the deadline for submitting payment applications to the Agency for Payments and Intervention in Agriculture (APIA) under the 2025 Campaign. Applications can now be submitted until June 13, 2025 (inclusive), in accordance with MADR Order No. 179/21.05.2025, which amends Order No. 106/2024 and was published in the Official Gazette No. 489 on May 26, 2025.

According to the updated regulation, for the year 2025, payment applications and their modifications can be submitted to APIA between March 3 and June 13, 2025. The extension supports farmers who, due to circumstances beyond their control, were unable to submit their applications within the original timeframe.

Key Amendments Introduced by MADR Order No. 179/2025:

  • Eligibility of land withdrawn from agricultural use has been clarified, allowing farmers to request payments for agricultural areas at their disposal for the entire calendar year.
  • For the PD-26 coupled support scheme for maize, eligibility now requires a livestock density of at least 3 LU/ha (Livestock Units per hectare) at the time of application submission or modification.
  • Annex No. 10, "List of Non-Agricultural Activities", has been aligned with Order No. 377/2024 of the National Institute of Statistics, which updates the CAEN activity codes.
  • For the eco-scheme PD-27 “Improving cattle welfare through extensive grazing on pastures under optimal sustainability conditions,” Annex 19 footnotes were updated with clarifications on how to complete the Grazing Record Book.
  • Retention periods for livestock in the holding have been modified as follows:
  • Cattle (coupled income support): June 14 – October 13, 2025
  • Sheep and goats (coupled income support and transitional national aid): June 14 – September 21, 2025

Support for Farmers

Farmers are encouraged to visit their local and county APIA offices, where they will receive full support from agency staff to successfully access support measures across both the crop and livestock sectors, including environmental and climate compensation schemes.
