The Rural Investment Financing Agency (AFIR) announces the launch of the first session in 2024 for submitting funding applications for DR-26 "Establishment of Irrigation Systems." The allocated budget is 102,421,176.00 Euros, and the deadline for the session is May 14, 2024.

Purpose

This session contributes to Specific Objective 2 of Articles 73 and 74 of R(EU) 2021/2115 dated December 2, 2021, focusing on "strengthening the market orientation and increasing the competitiveness of agricultural farms, including an emphasis on research, technology, and digitization."

Objectives

The establishment of irrigation systems in areas not served by existing irrigation infrastructure and the creation of new irrigation systems (financing the entire water circuit, from source to plant).

Beneficiaries

Farmers and their associative forms, excluding individuals, constituted as:

Individual enterprises (established based on Government Emergency Ordinance no. 44/2008) with subsequent amendments and completions;
Family enterprises (established based on Government Emergency Ordinance no. 44/2008) with subsequent amendments and completions;
General partnership - SNC (established based on Law no. 31/1990, republished, with subsequent amendments and completions);
Limited partnership - SCS (established based on Law no. 31/1990, republished, with subsequent amendments and completions);
Joint-stock company - SA (established based on Law no. 31/1990, republished, with subsequent amendments and completions);
Limited partnership with shares - SCA (established based on Law no. 31/1990, republished, with subsequent amendments and completions);
Limited liability company - SRL (established based on Law no. 31/1990, republished, with subsequent amendments and completions);
Private capital company (established based on Law no. 15/1990, with subsequent amendments and completions);
Research and development institutes, stations, and research-development, agricultural innovation, and educational units with legal personality, public or private, including universities with subordinate/structural research-development and educational stations in the agricultural field and/or development farms – only for agricultural production units registered with APIA;
Agricultural company (established based on Law no. 36/1991 with subsequent amendments and completions);
Agricultural cooperative company established based on Law no. 1/2005, republished, with subsequent amendments and completions, operating in the fruit-growing sector, and the investments made serve the interests of their own members;
Agricultural cooperative established based on Law no. 566/2004, with subsequent amendments and completions, operating in the fruit-growing sector, and the investments made serve the interests of their own members who have the status of farmers;
Producer group and Producer organization (Government Ordinance no. 37/2005 regarding the recognition and functioning of groups and organizations of producers for the marketing of agricultural and forestry products, with subsequent amendments and completions) operating in the fruit-growing sector, and the investments made serve the interests of their own members;
Communal land associations, communities, and other associative forms of ownership over land.
