The Agency for Payments and Intervention for Agriculture (APIA) informs that it has initiated the Campaign for the advance payments for Payment Requests submitted in 2023.

For the 2023 application year, in accordance with EU Regulations:

• Regulation (EU) 1508/2023 of July 20, 2023, provides for a derogation in 2023 from Article 44(2), the second paragraph of Regulation (EU) 2021/2116 of the European Parliament and of the Council regarding the level of advances for area-based and animal-based direct payments and rural development interventions.
• Regulation (EU) 1509/2023 of July 20, 2023, provides for a derogation in 2023 from Article 75(1), the third paragraph of Regulation (EU) 1306/2013 of the European Parliament and of the Council regarding the level of advances for area-based and animal-based direct payments and rural development interventions.

Member States can grant payments for interventions/measures within the maximum limit of 70% in terms of the amount of interventions from the European Agricultural Guarantee Fund (EAGF) and 85% of the amount of measures from the European Agricultural Fund for Rural Development (EAFRD).

Please note that payments for interventions funded from the EAGF are made in Romanian Lei, at the exchange rate of 4.9735 Lei/Euro, established by the European Central Bank on September 29, 2023, and published in the Official Journal of the European Union, series C No. 3.
