The Agency for Payments and Intervention in Agriculture (APIA) is informing beneficiaries that, until October 31, 2023, inclusive, it is accepting applications for the reimbursement of state aid for quantities of diesel fuel purchased and used in agriculture for the third quarter of 2023 (July 01 - September 30, 2023), in accordance with Government Decision no. 1174/2014 and Ministry of Agriculture and Rural Development Order no. 1727/2015 with subsequent amendments and completions.

Applications should be submitted at APIA Centers by the administrator/legal representative or their authorized person, accompanied by the documents in the Annex.

All copies of the documents submitted must be certified as conforming to the original by the applicant, signed, and labeled as "conform cu originalul" (conforming to the original).

The state aid is granted in the form of reimbursement, as the difference between the standard excise rate and the reduced excise rate, and has a unit value of 1.529 lei per liter, in accordance with Government Decision no. 60/2023.

DOCUMENTS ACCOMPANYING PAYMENT REQUESTS

For the plant sector:

a) a summary of the quantities of diesel fuel used for mechanized work for the period for which state aid is requested by reimbursement, prepared according to the model provided in Annex no. 9 (Ministry of Agriculture and Rural Development Order no. 1727/2015 with subsequent amendments and completions); b) a copy of the invoices/tax receipts for the purchase of diesel fuel issued by the seller in the name of the applicants; c) documents proving the quantity of mushrooms produced, if applicable; d) justifying documents if changes have occurred compared to the request for financing.

For the livestock sector:

a) a summary of the quantities of diesel fuel used for the livestock sector for the period for which state aid is requested by reimbursement, prepared according to the model provided in Annex no. 9 (Ministry of Agriculture and Rural Development Order no. 1727/2015 with subsequent amendments and completions; b) a copy of the invoices/tax receipts for the purchase of diesel fuel issued by the seller in the name of the applicants; c) a summary of the actual turnover/average achieved, prepared by the beneficiary and endorsed by the authorized practicing physician, if applicable, prepared according to the model provided in Annex no. 10 (Ministry of Agriculture and Rural Development Order no. 1727/2015 with subsequent amendments and completions); d) a copy of the application submitted by beekeepers to the local council for the provision of temporary or permanent apiary sites; e) justifying documents if changes have occurred compared to the request for financing.

For the land improvement sector:

a) a summary of the quantities of diesel fuel used for irrigation for the period for which state aid is requested by reimbursement, prepared according to the model provided in Annex no. 9 (Ministry of Agriculture and Rural Development Order no. 1727/2015 with subsequent amendments and completions); b) a copy of the invoices/tax receipts for the purchase of diesel fuel issued by the seller in the name of the applicants; c) a summary of the quantities of irrigation water, prepared according to the model provided in Annex no. 11 (Ministry of Agriculture and Rural Development Order no. 1727/2015 with subsequent amendments and completions); d) a copy of the water invoices indicating the volume of water consumed by the beneficiary/process-verbal confirming the volume of water delivered for irrigation, prepared by any irrigation water provider; e) a summary of the irrigated areas, by crop structures, for the period for which state aid is requested; f) justifying documents if changes have occurred compared to the request for financing.
