MADR (Ministry of Agriculture and Rural Development) informs all interested parties that the draft order approving the specific conditions and implementation of environmental and climate compensatory measures from the National Rural Development Program 2014-2020 and the DR-10 intervention from the Strategic Plan PAC 2023-2027 has been posted for public consultation on the institution's website, starting from 2023.
The order covers the following measures and interventions:
a) Measure 10 - Agri-environment and climate from the NRDP 2014-2020, b) Measure 11 - Organic farming, sub-measure 11.1 - support for conversion to organic farming methods, and sub-measure 11.2 - support for maintaining organic farming practices from the NRDP 2014-2020, c) Measure 13 - Areas facing natural or other specific constraints - sub-measures 13.1 - Mountain areas and 13.3 - areas facing natural or other specific constraints from the NRDP 2014-2020, d) DR-10 intervention - Areas affected by significant natural constraints from the Strategic Plan 2023-2027.
In 2023, MADR will continue to encourage farmers to adopt extensive agricultural practices with reduced environmental impact by providing compensatory support to farmers who have ongoing commitments under Measures 10 and 11, as well as those who sign new commitments under Measures 10, 11, 13.1, and 13.3 for the duration specified in the NRDP 2014-2020.
Through these commitments, farmers voluntarily undertake to carry out agricultural activities in eligible areas and comply with the eligibility conditions, eco-conditionality requirements, as well as the basic and specific conditions of each measure/sub-measure/option as provided in the NRDP 2014-2020.
Starting this year, compensatory payments will also be granted to applicants who undertake annual commitments under the DR-10 intervention for areas affected by significant natural constraints from the Strategic Plan 2023-2027, and who comply with the conditionality rules.
The DR-10 intervention aims to continue promoting the use of agricultural land located in areas facing significant natural constraints, as a continuation of the implementation of sub-measure 13.2 of the NRDP 2014-2020 until 2022.
The draft regulation establishes detailed rules regarding agricultural activities, application and verification of eco-conditionality and new conditionality standards, supporting documents, implementation and monitoring of commitments, possibilities for transfer or expansion of committed areas, exceptions to the application of sanctions in case of force majeure and exceptional circumstances.
