In the Government Meeting, the Decision to amend Government Decision no. 1174/2014 regarding the establishment of a state aid scheme for reducing the excise duty on diesel used in agriculture was approved.

This normative act aims to complete Articles 2 and 10 of Government Decision no. 1174/2014, in order to establish the level of the diesel subsidy to be paid in 2024 and the amount allocated for the payment of state aid in 2024, through the budget of the Ministry of Agriculture and Rural Development.

The total value of the state aid scheme for the year 2024 is 270,000,000 lei.

For the year 2024, the reduced excise rate for diesel used in mechanized work in agriculture in the plant, livestock, and land improvement sectors is 104.47 lei/1000 liters. This represents the conversion from euros to lei of the minimum tax rate of 21 euros/1,000 liters calculated at the exchange rate of the euro published in the Official Journal of the European Union on the first working day of October 2023, namely October 2, 2023, at 4.9748 lei for 1 euro.

For the year 2024, the difference between the standard excise and the reduced excise rate is determined as follows:

a) during the period January 1, 2024 – June 30, 2024, the difference between the applicable excise level of 1,850.95 lei/1,000 liters, provided in Annex 1 to Title VIII "Excises and other special taxes" of the Fiscal Code and established in accordance with point 120 of Emergency Ordinance no. 115/2023, and the reduced excise rate of 104.47 lei/1,000 liters, is a unitary amount of 1.746 lei/liter and is granted as state aid in the form of reimbursement;

b) during the period July 1, 2024 – December 31, 2024, the difference between the applicable excise level of 2,183.85 lei/1,000 liters, provided in Annex 1 to Title VIII "Excises and other special taxes" of the Fiscal Code and established in accordance with point 120 of Emergency Ordinance no. 115/2023, and the reduced excise rate of 104.47 lei/1,000 liters, is a unitary amount of 2.079 lei/liter and is granted as state aid in the form of reimbursement.
