MADR: The legal framework for the restructuring and conversion of wine plantations

MADR posted on the institution's website, in the "Decisional Transparency" section, a draft Order creating the legal framework necessary for the implementation of intervention IS-V-01 "Restructuring and reconversion of wine plantations", from the PAC Strategic Plan 2023-2027.

This draft order regulates the eligibility criteria, the supporting documents, the conditions and the implementation method of intervention IS-V-01 "Restructuring and reconversion of wine plantations", within the Strategic Plan PAC 2023-2027, as follows:

The financial assistance from the Union does not exceed 75% of the actual eligible costs of the restructuring and conversion of the vineyards, and for steep slopes and terraces in areas where the inclination is greater than 40%, that financial assistance can reach up to 80% of the actual costs of restructuring and conversion of wine plantations.

The unit amount of the financial support is 175 euros/ha, respecting the maximum financial intensity mentioned above.

The maximum financial support related to each measure within the restructuring/reconversion program was calculated taking into account the values from the framework budgets developed by ICDVV Valea Călugărească.

The programs are submitted in continuous session, and the opening date of the session will be communicated by APIA after the implementation of the provisions of this order at the IT system level. By way of exception, during the financial year 2023, until the date on which APIA will communicate the implementation of the provisions of the order at the level of the IT system, the documents are submitted to the County Agricultural Directorates and the Bucharest municipality.

Funding applications will be accepted for funding considering the amounts available for this intervention, until the maximum annual ceiling is reached.

All applicants who meet the eligibility conditions are entitled to the payment, within the limit of the available annual cap.

In order to ensure that the annual budget ceiling of the intervention is not exceeded, APIA applies an early warning and monitoring system in terms of the expenditure from the EAGF and the availability of the commitment of funds.

By accessing this type of intervention, wine producers will be able to restructure or modernize their areas with vines, a fact that can lead to an increase in the competitiveness of wine producers, by adapting production to current market requirements.
