APIA details on the 2023 Advance Payments Campaign

The Agency for Payments and Intervention in Agriculture (APIA) informs that in the Official Gazette no. 935 of October 16, 2023, Emergency Ordinance 85/2023 was published regarding the financial management of non-reimbursable European funds allocated to Romania from EAGF and EAFRD, related to the Common Agricultural Policy, as well as funds allocated from the state budget for the 2021-2027 programming period and for amending and supplementing certain normative acts in the field of guaranteeing.

This legal framework ensures the payment of over 1 billion euros as an advance by November 30, 2023.

Approximately 800,000 farmers will benefit from the provisions of this normative act, particularly under Pillar I of the CAP SP 2023-2027, for the advance payment related to applications submitted in 2023.

The specific amounts for 2023 (as presented in the Annex) are outlined in the Order approving the reallocation of funds for 2023 and setting the conditions for granting advances for decoupled direct payments funded from EAGF, part of the 2023-2027 CAP Strategic Plan, which was subject to public debate on the Ministry of Agriculture's website.

As a reminder, member states can grant payments for interventions/measures, within the framework of a maximum percentage of 70% regarding the amounts of interventions funded from the European Agricultural Guarantee Fund (EAGF) and 85% of the amounts of measures funded from the European Agricultural Fund for Rural Development (EAFRD).

Payments for interventions funded from the EAGF are made in lei at an exchange rate of 4.9735 lei/euro, while payments for measures funded from the EAFRD are made at an exchange rate of 4.9495 lei/euro.
