In the Government meeting, a normative act initiated by the Ministry of Agriculture and Rural Development and the Ministry of Investments and European Projects was approved, aiming at amending and completing Government Decision No. 1570/2022 regarding the establishment of the general framework for implementing specific rural development interventions included in the Strategic Plan for the Common Agricultural Policy (CAP) 2023-2027.
Decision No. 1570/2022 regarding the establishment of the general framework for implementing specific rural development interventions included in the Strategic Plan, developed within the Common Agricultural Policy 2023-2027 (CAP 2023-2027), sets the general normative framework necessary for the implementation of development interventions from the Strategic Plan 2023-2027, co-financed from the European Agricultural Fund for Rural Development (EAFRD) within the Common Agricultural Policy of the European Union.
The proposed legislative amendment is justified by the need to ensure a proper and efficient implementation framework for public funds, both from the state budget and from non-repayable European funds.
The provisions of the draft normative act are developed based on the CAP 2023-2027, within the limits of the applicable European regulations, and considering the shared competencies that belong to Romania as a member state of the European Union.
Considering that the Strategic Plan provides for the possibility of applying the multi-fund mechanism with a component related to the European Social Fund Plus (ESF+), legislative modification is necessary for an effective coherence and coordination at the interinstitutional level for the implementation of this mechanism.
Thus, Government Decision No. 1570/2022 regarding the establishment of the general framework for implementing specific rural development interventions included in the Strategic Plan for the CAP 2023-2027 has been modified as follows:
