Study visit of a delegation of the Republic of Moldova to APIA headquarters

Cornel Constantin TURCESCU, the General Director of the Agency for Payments and Intervention in Agriculture (APIA), received a study visit from a delegation from the Republic of Moldova in the context of its preparations for EU accession and the support of the United Nations Development Program (UNDP) within the projects "Multidimensional Response to Emerging Challenges in Human Security" and "Accelerating Digital Transformation in the Public Sector." The visit aims to help build a resilient agricultural sector in the Republic of Moldova.

The action's objective is to share best practices in implementing the Integrated Administration and Control System (IACS) at the APIA level and associated mechanisms, including procedures for accrediting European Union payment agencies. The visit brings together representatives from various institutions in the Republic of Moldova, including the Ministry of Agriculture and Food Industry (MAFI), the Agency for Intervention and Payments in Agriculture (AIPA), the e-Government Agency (AGE), the Public Services Agency (ASP), the Food Safety Agency (ASA), the Land Relations and Cadastre Agency (ARFC), as well as representatives from the United Nations Development Program (UNDP).

The discussion topics align with the interests of the Moldovan delegation and address priority issues for institutional capacity development. These primarily focus on:

  1. The Integrated Administration and Control System of APIA.
  2. The farmer register or equivalent system.
  3. Procedures for accrediting payment agencies within the EU, particularly the roles and responsibilities of key stakeholders, data content and collection, general registration and update rules, the general timeframe for implementation, the framework for data utilization by public administrations and other entities, data visualization examples, and recommendations to consider when designing systems.

The event further strengthens the dynamic cooperation between the similar agency in the Republic of Moldova and the transfer of information and best practices gained by APIA in the context of implementing financial support measures for farmers. This effort contributes to supporting institutional development for the implementation of the European Union's Common Agricultural Policy.
